نقش مشارکت و توانمندسازی جوامع محلی و تشکل‌ها در حفظ و احیای منابع طبیعی

سه چالش عمده پیش روی بشر در قرن 21،تغییرات اقلیمی، کمبود آب شیرین و بیابان‌زایی است و حفظ و احیای پایدار جنگل و مرتع می‌تواند هر سه دغدغه بشر را کاهش دهد.واقعیت این است که دستیابی به این مهم ، صرفاً با تکیه‌بر اعتبارات و امکانات دولتی امکان‌پذیر نبوده و تنها در بستر مشارکت مردم محلی و تشکل‌ها است که می‌توان ضمن بهره‌گیری از توان مالی و فکری آن‌ها ،زمینه اتخاذ تصمیمات کاربردی و منطقی را در حوزه منابع طبیعی فراهم نمود.جلب مشارکت واقعی ذینفعان و تحقق شعار ((از مردم ،با مردم و برای مردم)) منوط به دخالت و مشارکت مردم و جوامع محلی قبل ،حین و بعد از اجرای طرح‌های منابع طبیعی است.به‌عنوان‌مثال در بحث احیای مراتع، انتخاب عرصه ، انتخاب نوع گیاه مرتعی ، جمع‌آوری بذور و تولید نهال ، نحوه کاشت ، آبیاری و حفاظت و پایش و ارزیابی می‌بایست با نظر و همراهی مردم محلی صورت گیرد.تنها در این صورت است که مردم محلی بااحساس مالکیت و منفعت که از ضروریات جلب مشارکت می‌باشند نسبت به عرصه احیاء شده احساس تعلق نموده و در حفظ و احیای آن مشارکت خواهند نمود.

واقعیت این است که بستر جلب مشارکت توانمندسازی جوامع محلی و تشکل‌ها است.دست‌اندرکاران توسعه در سراسر دنیا به شکست برنامه‌ریزی متمرکز پی برده و تشخیص داده‌اند که جوامع محلی در سامان‌دهی امور خود و استفاده مناسب از منابع موجود ظرفیت بالایی دارند.دانش و تجربه ارزشمندی که جوامع محلی به‌واسطه حضور در محل و ارتباط با مردم و رویارویی با مشکلات به دست آورده‌اند در خیلی از موارد دانشی منحصربه‌فرد است.جوامع محلی توانمند مهم‌ترین محور توسعه می‌باشند ،زیرا آن‌ها نیازهای منطقه و مشکلات خویش را بهتر از سایرین شناخته و اگر دانش بومی ایشان بادانش نوین همراه گردد بهترین راه‌کار برای مدیریت و رفع مشکلات عرصه‌های منابع طبیعی خواهد بود.

توانمندسازی فرایندی است تدریجی که در آن با ارتقاء مهارت ، آگاهی ، ایجاد باور و اعتمادسازی می‌توان از امکانات و پتانسیل‌های بالقوه برای رسیدن به اهداف موردنظر و رفع نیازها در قالب برنامه زمان‌بندی استفاده نمود.درواقع افراد یک جامعه محلی می‌توانند با شرکت در کارگاه‌های آموزشی – مشورتی نیازهای خود را بیان ، اولویت‌بندی و خود راهکارهایی برای حل مشکل ارائه نمایند.

یکی از عوامل پایداری ،تنوع‌بخش می‌باشد.بسیاری از متخصصان ،توانمندسازی را نوعی تنوع‌بخشی می‌دانند.تنوع‌بخشی درروند تصمیم‌گیری(به‌جای صرفاً دولتی و بالا به پایین ،استفاده از تجربه و دانش بومی جوامع محلی و پایین به بالا) ، تنوع‌بخشی در آموزش(به‌جای صرفاً آموزش کلاسیک ،آموزش‌های کاربردی درزمینهٔ ارتقاء دانش و مهارت) ، تنوع‌بخشی در استفاده از انرژی(به‌جای استفاده از سوخت‌های فسیلی ، استفاده از انرژی‌های نوین و جایگزین مانند انرژی خورشیدی و بیوگاز). همه این تنوع‌بخشی‌ها قدرت انتخاب جوامع محلی و تشکل‌ها را در مواقع بروز مشکلات نظیر کاهش درآمد به دلیل از دست رفتن شغل اصلی نظیر کشاورزی و دامداری براثر خشک‌سالی افزایش می‌دهد.تنوع‌بخشی در آموزش و مهارت ،زمینه را برای ایجاد مشاغل جایگزین دامداری فراهم می‌نماید که امروزه یکی از راهکارهای اصلی در کاهش فشار دام بر جنگل‌ها و مراتع و درنتیجه حفظ پایدار این سرمایه‌های خدادادی است.

برای حصول نتیجه بهتر می‌توان توانمندسازی در حوزه منابع طبیعی را به سه بخش تقسیم کرد:

1- توانمندسازی مسئولان و مدیران و کارشناسان

2- توانمندسازی جوامع محلی و بهره‌برداران و افراد مرتبط با آن‌ها مانند شوراها،دهیاری‌ها و شرکت‌های تعاونی

3- توانمندسازی سازمان‌های مردم‌نهاد و ساختارهای محلی به‌عنوان رابط این دو گروه
